I think the 14th Dalai Lama is the most fascinating person, so the best personality is a Buddhist monk who has been treated as special and taught everything, with care, from the time he was a toddler, with the idea that he had a role to fill that was of the greatest importance.

There is no BEST personality in the world from times immemorial. what we have at best... is near ideal personalities. Actually our desire for the best springs from our innate or subconscious feeling of idolising our ideals. The fact, however, is as human beings we are all vulnerable ... by hunger, passion, emotions and circumstances. At the moment of test he( includes she) who can stand by his values (these are purely personal and some of which may be common with universally accepted values, but still personal) is the ideal personality. We should bear in mind that weakness does not diminish the quality of a person per se but it makes him more human than divine. That way, it enhances the character. But the difference between those people and the ordinary mortals like us, is such situations that overpower them or where they compromise on their values are few and far between. That is their virtue. Instead of trying to become a BEST personality, one should try to be a humble human being. That itself is a tall order. And if one has achieveed it, he HAS BECOME AN IDEAL PERSONALITY INDEED.

I think the late Steve Irwin had the best personality in the world. He was a strong yet sensitive man and full of emotion, enthusiasm, exuberance and a tremendous love of nature, animals and family. He had a passion for living that was unmeasurable.
