This was the question put to J. L. Nehru Indias First Prime Minister by the constitutional commitee on which he had replied let Indian Govt. be represented by common men/women of India & his/her educational qualification should not be a barrier in his/her doing so. So next time a Congress Candidate approach you for vote at the time of election ask him the question & take his explaination.

Indian Politics are based on People Democracy which means public interests and preferences are considered in choosing the political leader. A leader may not have high academic qualification but may have the attitude of service and can win the hearts of others and can solve issues .... so that is the reason could be that edn.qualification is not much stressed in politics. However, there is a change observed in recent times for certain critical political posts in which they are insisting indirectly on some basic qualifications.
For any other Job, since India is having inumerable unemployees and high competition .... Edn. qualification is fixed to sort out appliciants so also to see that the job seeker stands to the expectations of the growing spectrum of scope which are knowledge based

I think the answer to this question is very simple. The Peon etc. in public services are recruited through agencies such as the Public Service Commission, which are constituted by the Government on behalf of the people. So a clear guide line for selection is needed. However in the case of electing representatives to the Parliament and legislatures the selection is made by the supreme authority, the people themselves. People are expected to choose the adept persons. No guide lines are needed for the masters.

Peoples's representatives are elected by citizens i.e. we people. So this is our job to elect a representative who is educated & well qualified. Govt. is a processing agency of election procedure. We should put norms of minimum educational qualification while giving vote to the proper candidate.

The selection of the leader in politics is done by us. we are not considerd the education part while electing the candidate. is it not our mistake. but some time the quality of an leader is excellent even though he is not an degree holder.
