Is there any relationship to the turbo charger with air filter cadridge in maintanance

Pretty much like they both said. The reason for the cool down session of the turbo after a hard work or job done with the vehicle is to prevent what most diesel mechanics call "coking the turbo" Basicaly what youre trying to prevent is the turbo to being shut off and the remaining oil thats in the bearing area dosnt sit and cook itself onto the shaft of the turbo, which in many cases is the culprit of alot of turbos having premature failure. The high perfomance gurus use what they call a turbo timer. Its a device that lets you shut the ignition off but will actually still stay runing and will monitor a gradual temp drop to the point of a safe shutdown all on its own. Pretty cool stuff hugh.

General maintenance of the engine like ensuring the radiator is topped up regularly, your Engine sump has sufficient quantities of clean oil etc. will help. Keep your fuel, and air filters clean, also ensure the engine is properly tuned, and burning the fuel properly.
And yes as the experienced cummins mechanic says dont shut it down after a heavy job without allowing it sufficient time to cool down.

No--just keep the dirt and water out of them, and let the turbo cool down. another words don't pull to the top of the hill and shut it down. normal time after a heavy pull to find a parking spot is enough time
