nope. technically, drowning is the filling of the lungs with fluid, and fish don't have lungs.
for air-breathers, the most efficient way for our lungs to acquire oxygen is to get it from the air. for gilled animals, the most efficient way is to get oxygen from water moving past the gill fronds. with lungs full of fluid, we're not able to inflate/deflate the lungs (breathe in and out) quickly enough to get enough oxygen out of the water into our blood. when gills are removed from water, the delicate little feathery tips all just clump together, making them unable to get enough oxygen out of the air into their blood. both cases result in death by lack of oxygen, but only the animals with lungs can be said to "drown".
land animals loose moisture from their bodies in many ways...exhaling moisture, sweating, through the urine, etc. because of that, we need to replenish lost fluids, and most of us do so by drinking them (most desert animals get their moisture from their food). fish don't loose excess moisture to the air like land animals do, and overall, it's much easier to maintain fluid balance when you're already in the water. they do consume some water when they eat (you consume some air when you eat, too), but they don't have to consciously decide to take a drink.

Drowning takes position even as lungs are full of water and stay sparkling of the absorption of oxygen. Fish neither have lungs nor require oxygen the way lungs might want to, so no, you gained't drown a fish by skill of definition.

Yes; if the water in which the fish are swimming contains insufficient oxygen, they will drown just like any other creature that must have oxygen. Fish don't need to drink; they ingest plenty of water as they breathe.

I believe that, since the gills of a fish breathe water, they must drown in air. Think about it- we drown because we can't get oxygen from the water, right? Well, with the gill system of a fish, they must technically drown in air.

If a fish can't get the oxygen from the water around it, it will suffocate. I can't remember how they drink, but I'm sure it's online somewhere.
