I want to make one that know one els has, and i need it to be free as well, so how do u make one?

Do you mean the gif animation?
There are many software that create gif animation, but most of them require you pay money.
But there are another way: Download a free trial product, and search the web for a free serial or crack ^.^

This is NOT an easy thing to do!
Basically, an animated icon/picture is a series of pictures put into one... usually a gif. I don't know if there are other formats?
I don't know of a program that can help you do that? Look for icon programs that might help you to make them and maybe they might have an option to make an animated one. But in order to see them on your desktop, I think you have to be in the active and/or web view mode?
I know of a program that you can extract all the frames of a gif... it's called IrFanView. Don't know if it has an option to put a gif together or not???

You need to have a program that makes animations ".gif's" some are : Flash (www.adobe.com) Paint Shop Pro 9 +, Image composer..etc a gif is a picture about 10 frames long with each frame a copy / slightly moved image of the original. Good luck.
