Live with the people who speaks english(americans/british)! thats the best way to learn to speak fluently!

You just need the confidence and constant practice. Grab every opportunity that exposes you to the English language. Watch English movies, read a lot of English books, magazines, newspapers and even comics. So if there are conversational expressions you can pick up from movies or from your readings, repeat it to yourself so you can get used to it. Do not be shy. Be around English-speaking people. If you chat, chat in English =) You can also keep a journal/diary, where you can express yourself and write about anything in English and read it to yourself at times to practice.
