Because the word 'park' is used in two different meanings: in drive on parkways, park is a noun and in park on driveways, park is used in the (transitive) verb form 'to park'.

Same reason we use artificial lemons in lemon juice and real lemons in dish detergent.
And that cat food doesn't come in flavors like mouse and bird.
And you know that black box on airplanes that is absolutely indestructable. Why don't they make the whole plane out of that stuff?
Oh and why do they sterilize the needle for a lethal injection?

For that matter, why do we dust when we mean that we remove the dust? Why does the word "oversight" mean to examine something closely (there's an oversight commission to review that") and to miss something ("I'm sorry, that was an oversight")? Why does the word "cleave" mean both to separate and to attach, as in "cleave that log in half" and "a husband shall cleave unto his wife"?
