You are taking a class and you need to learn Javascript? Then don't ask for a complete answer. Your instructor will probably be able to tell beginner code from expert code. All you need to do is learn how to write a loop and use an "if" statement with a modulus operator.

In what history book did you find the marquee tag? That worked in old versions of internet explorer, and now only works as a legacy for internet explorer.

With a little javascript you can approximate that behavior by manipulating the marquee's text.... but people don't use that type of thing much anymore because it gets annoying too quickly.

perhaps adding style="text-align:center" to the marquee tag will help... but it would still hurt my eyes!

Yes, agreed, it is historical, just in case you don't get it: marquee tag is obsolete, try using CSS positioning to emulate and in some ways, superplant marquee, I found doing it is much easier than a marquee tag..
