You can't justify that, because it isn't true at all.
Not only are exams a poor measure of ones knowledge on a topic (VERY POOR!), knowledge is NOT intelligence!
Knowledge has very little to do with intelligence, actually, other than that it is a mean to apply your intelligence. Other than that they are two completely different entities. Intelligence is more or less your brains ability to think and reason, where as knowledge is an accumulation of things you've crammed into it. Anyone can cram more information into their brain. It isn't hard to do. However, not everyone is born with the same intelligence and not everyone is capable of the same level of thought as everyone else.
Reading millions or billions of books won't make you any more intelligent, and as such, scoring 100 on all of your exams doesn't mean you're intelligent, either, as the two are not all that related.
If you want to talk about IQ tests and intelligence, you could make a better argument, as they are hard to study for. However, IQ is still not really 'intelligence'...but rather, IQ is simply IQ. It is a measure of how well you perform on several thinking and reasoning tasks. IQ is merely a piece of the puzzle though, it does not encompass all that intelligence is, and it also falls prey to inaccuracies and bias.
Exams = intelligence is a common misconception that bothers me so. I always hear kids talking about 'so and so is a genius' because of so and so's exam scores. Kids really believe that this is true and your scores are a measure of intelligence. No, they are not, and most people are capable of getting near perfect exam scores if they are willing to work hard enough to obtain it. Don't listen to lies such as 'I got perfect scores without studying and trying', because it's a lie. A flat out lie. People that tell you they don't study, but get perfect scores are lying to your face. Knowledge is not innate intelligence. Knowledge is learned material.

No. I am a teacher and I don't rely on exam's results to measure my students' intellegence because there are always x factor to ruin exams for example they are not in good health condition to concentrate doing the exams or other psychological conditions that might disturb their concentration.
Besides, I think that exams are 'result' too. The daily activities are actually the process and we must observe that closely too.
