I want to buy a smart phone and its on the CDMA technology but i'm not sure if I can take it up to US Cellular and they will activate it or not?

US Cellular phones work on CDMA network technology. However other cell phone carriers such as Verizon Wireless also use CDMA on their network but uses different frequencies. So if you decide to buy a smart phone and not from US Cellular, you have to be sure that the phone is unlock in order to work with your phone carrier . Otherwise US Cellular will not activate any phone that you buy from another carrier or not from their stores.
