I'm going to sing the National Anthem at a military ball and you can tell that my voice is shaky like I'm nervous, but I'm really not.

You can't steer a ship if you don't have power going to the propellers. So, attempt to increase your volume with breathing techniques. Fill your stomach as well as your lungs with air, sing from the heart, meaning from the diaphragm. When you open your stomach it allows the lungs to grab a larger breath. Force more wind over your vocal chords. Just stand farther away from the mike if your voice starts to overpower the mike. A sound check would be great before the event. Another word of advice: When choosing a key to sing the National Anthem choose toward the lower part of your range. You MUST begin this song very low to be able to hit the high notes in the "rockets red glare/bombs bursting in air" part. Good luck you're gonna do just fine. It's only a song. Nobody really dies here you know.

go to a doctor or a voice coach !!.
But first try making yourself nervous maybe your voice is normal when you ARE nervous.Could I suggest that you sing while standing on the roof of a tall building.But remember don't get blown away!.

See a speech therapist. Someone who teaches singing may be able to give you voice exercises to do.
