Both answers are correct. It really depends on who your service provider is. Most GSM carriers (i.e., Cingular, T-Mobile) charge by the amount of KB's you use during your internet session. Many CDMA providers have ways to charge by minutes.

Verizon charges you $5 monthly access fee, and it counts against your voice plan minutes. This is from their own FAQ:

You will get data charges. It won't take away minutes. It will show up as a separate charge. Usually $0.02-$0.05/KB
