The meaning of international cooperation means different things to different people, depending on their world view. If you are an internationalist, you will view it from the prism of what seems to be the consensus of various nations. This collectivist approach of nations coming together to combat the ills of the world is akin to having a super government. It appeals to the misguided idealists and collectivists of every stripe from Stalin to Roosevelt. It would be wise for all to remember the late Ayn Rand, who puts it in its proper perspective, "The bigger the government, the bigger the chopper to chop off your head." International cooperation to a nationalist would depend on whether the cooperation benefited his nation or at least did not cause harm to it. International cooperation could also simply mean cooperation between two nations, not the rest of the world. This is usually referred to as bi-national; however, it is still inter-national, as opposed to intra-national.

International cooperation is not always good and prudent. If the issue is crime, then all legitimate and responsible governments have a vested interest in combating crime. On the other hand, if the issue is the much tauted global warming, which has no consensus in the scientific community, then governments of the world would and should base any commitments on the rational arguments presented.

So, the meaning of international cooperation depends on your world view and its goodness depends on the issues and how nations respond to these issues.

It means all nations working together to achieve a common goal. It means diplomacy first and the use of military action only when all other means to achieve the goal have been exhausted. It means ending nationalism and realizing that all humanity is in this world together.
