There are a number of play by post forums, most of which run some D&D games.
rpol.net is huge but I haven't played there, can't vouch for the quality.

I play at Myth-Weavers which is a very, very well organized friendly site, highly recommended.

I think the Neverwinter Nights series is supposed to use the actual D&D rules. I believe there is a toolkit that comes with it as well to design your own maps, and I think you can play on a small network too.
