A few things.
First off, "Europe" is a broad term that includes highly developed countries like the UK and undeveloped countries with lots of strife like Bosnia. Also, very developed countries like France contain a very high number of immigrants living in poverty.
Second off, Europe is full of Muslims, so I don't think the religion has much to do with it.
Third, European countries have been studying AIDS and building outreach resources for a decade longer than Asian and Northern African countries, so obviously they would be more aware of the number of sick people.
Finally, this counts the number of people infected with AIDS- not the number of HIV infected people. Many people who have AIDS now got HIV a long time ago- before the outreach programs started. Many people in developing countries, including Muslim countries, have HIV and don't know it yet and it hasn't yet turned into AIDS. There are fewer cases of NEW infection in developed Western Europe than there are in Asian countries while there are more cases of full-blown diagnosed AIDS. This makes the numbers in Europe look bigger and the ones in Asia look smaller. This is deceptive, and in 10 years when all the new HIV cases are AIDS, you will see completely different stats. AIDS has been around longer in Europe. You haven't seen the biggest part of the Asian outbreak yet.

Actually the REPORTED rate ,
But, did they factor in all the African Muslim nations that are over the top on AIDs ? or is that just real world knowledge, not documented by testing, just by death because so many are still in denial ?
Muslim countries don't have a lot of clinics that test .
Also sex is much more restricted in middle eastern Muslim countries .

that in Muslim countries, because of the strict laws in marriage and sexual actions.these lessens the chance of getting AIDs...not so much like europe, and non-muslim countries where premarital sex is common,in muslim area it's forbidden.

Of course. In Muslim countries if you end up with AIDS, they know you had sex and they kill you. It's hard to spread that way.

Well, in Muslim countries "sleeping around" is not exactly encouraged. Most people only have one mate for life.

The first answerer is correct. They do not have a promiscuous lifestyle of sleeping with several different partners. They have sex only with the person they are married to.
