There are 2 types of COW, one is an animal and another one is a term in construction area, which is called Clerk of Work. If you're talking about cow (animal), no i dont think all cows has mad cow disease.

Yeah, me and my dad were driving to Niagra Falls, I live in New Jersey , and I saw up close a cow who looked VERY pissed. Its eyes was sort of red, I thought that was a bull under a cow suit, so I figured this cow would have that disease.
