you can not but a comparison to some other countries we are simply More developed, but we may never become fully developed, all nations will fall in time, but i guess we could assume the when the birth rate is 2.1 homlessness is eliminated and people are generally content, we would be a "developed" country but people arnt perfect and someone has to be at the bottem, people are greedy and want more for themselves so they will not help people who dont want to work. then that still doesnt account for what may happen outside of our country in lesser developed countries.

Any country can be said that it is a developed country by Personal Annual Income, Gross Domestic Production increases. If their growth rate is more we can say that it is a developing country.
