Yeah, cause the more questions you ask the more points you gain, the more points you gain the higher level you get to the higher level you are on the more privileges you get.

for every question you answer, you get 2 points
asking a question subtracts 5 points from your total
so for every question you ask, you need to have answered atleast 3 questions. Of course this is the bare minimum. If you want to get to a higher point level, you will have to answer many more questions than you ask.

Yes.
Level 1 = 5 questions per day
Level 2 = 10 per day
Level 3 = 15 per day
Level 4 = 20 per day
Level 5 & above = unlimited.

Yes, so long as you attain higher levels. Take a look at the chart at the bottom of this page: http://answers.yahoo.com/info/scoring_system.
So the key is, answer more (way more) than you ask, and you'll be able to ask more as you get to higher levels.
