There are people that believe all sorts of stuff. I'm sure you can find people who believe that heaven is under the ocean. But I know of no big famous group or religion that believes that.

i believe heaven is 3 ft above our current level, but on a different plane we are unable to see

Heaven is not meant to be a physical place, it is meant to be your whatever you want your after death experience to be. If you want it to be an underwater experience or whatever, that is up to you.
