He is out of line.
I'm sure there's a chain of command, start climbing!

Sounds like he's trying to make a reference to a particular religion without coming right out and saying it...trying to avoid potential legal issues.
The boss can just list some basic housekeeping guidelines for being neat and organized...should be discussed beforehand with all employees with an explanation and posted in a general area.

He's trying to make a point, religious or not people will get the point. It might have been said a little better but I hope we have not gotten so "sensitized" that a simple sticker with that phrase on it is enough to enrage the masses.

it sounds like this poster didn't have its intended effect...but he is the boss and he is supposed to set priorities for the department, and you are smart enough to know what me means, even if you don't want his poster on your worstation. If he turns out to quote bible verses about everything I can understand why people would be bugged, but this one instance seems more awkward than offensive.

This is referring to a passage in the Bible. If it makes you feel uncomfortable, file a complaint. If the guy who asked you to post it, isn't the owner, he probably voilates of some company policy.

If it doesn't refer to a specific religion then they shouldn't have a problem with it. Why shouldn't they consider it as analogy?

Tell him that it is inappropriate and that you will not do so. Also, discuss the matter with his supervisor.
