Yes. There are two main causes for that. The first is that since drug distribution and production is controlled by the organized crime, consuming it increases the wealth of the drugdealers. Thus to prevent that you're not allowed by law to do it (Otherwise there would be only laws against traffic and production and not consuming). The second cause is that women abortion is payed by the women, has just short-terms syntomps and treatments. If you had a problem with drugs (addiction, damage due to overdose, madness, etc) the society will have to pay in part or in full your recovery or treatment (that can take years to end if possible at all). Thus you become a charge to society, and according to John Stuart Mill's economic jurisprudency principles, your act is inmoral and must be illegal.
