I am from russia and i don't understand this term?

It's just a phrase meant to mean "I'm really serious." People say this because "swear" means the same thing as "promise", and they wouldn't lie to God.

It means to promise God that what you are about to say is the truth or actually happened. The idea is that people won't swear to God if they are being dishonest or deceptive because lying to God would be horrible (for Christians, at least).
