Start->Run->SFC

"choose to extract file from disk" type shlwapi.dll. You will need a Windows 98 CD in your CD-Rom drive, to extract the .dll file.

Your copy of Windows 98 is corrupted. You need to reinstall Windows in order to get the required DLL's back. Sorry.

Go to start menu, and open "run".
Open C:\WINDOWS\SYSTEM\SFC.exe, and choose extract one file from installation disc. Write in the name of the file, then click on "start."
