needle nose pliers is what I use. I have heard shoving a potato in the socket will allow you to twist it out.

As long as the lamp is turned off, or unplugged, or if it's a fixture, then the light switch is turned off, then it will be safe to use needle nose pliers. I too have heard of the potato idea, & it sounds good, but I have never had to put it into practice since I always have a pair of needle nose pliers at hand.

Take a light bulb and instead of twisting it to screw it in go backwards . This will unscrew the old base out safely

You do not want to use pliers touching metal to metal. Cut a Potato to the size that will fit up into the hole and screw it out. There is no chance of you getting electricuted and it works!

Off the main power switch.
Do it during day time.
Long nose plier, soap (soft) or potato works too.
For me I used carrort once because it longer and easily availble.

make sure power is off. you use needle nose pliers to slowly turn the bulb until you can grip it and turn it w/o the pliers.

I use a piece of soap, push it in and turn it out and the whole broken part will come right out.
