Impossible to define what's 'normal' - but it's certainly not uncommon. Lots of women enjoy ceding control in this way, and get an erotic thrill from being put across someone's knee - not to mention all the anticipatory play and ritual that can go with it. And since the bottom's a highly erogenous zone, the heat engendered by a good spanking soon starts to transmit to adjacent areas.
So, a weird fetish? Hardly. Enjoyably kinky? Sure, and why not?

I do not see it as weird, provided it is a consenual act between adults in private. If I didn't like it, I would not do it; but, we are all different and I am not going to force my preferences on others of a different persuation
