I would think you probably cannot get a driver's license (without taking Driver's Education in High School) until you're eighteen. I would ask your State DMV what the regulations are regarding regular driver's licensing (as opposed to Learner's Permit and Junior License, which BOTH require a licensed driver be in the vehicle).

Yes you can drive without your parent. Just taking driving school and get a permit. After the permit expires (6 Months) you can obtain a drivers license and drive without parents or a 21 + year old with you.

In most states and in Canadian provinces you must be 16 to qualify for a Driver's Licence. You must also pass a driving test.
Once you pass your driver's test, you must have permission of the owner of a car to drive it because their insurance company has to cover you. If the insurance company doesn't have any record of you driving someone's car, then you may be putting yourself at risk to be sued for any damages you cause if you crash.
Once you are "covered" on your parents' automobile insurance policy AND have permission from your parents (or the owner of the car you wish to drive), then you may drive alone.
