There are several ways, but you didn't say what you needed it for, and the load is important to decide attachment.

Also, if possible, avoid wood below grade if you can. Termites inevitably can find their way into this stuff. Could you possibly use that artificial decking material instead of wood? It is not subject to damp locations and rotting, and termites can't eat it.

I've attached this with concrete screws. They come in a kit from the likes of Home Depot, even includes the correct diameter masonry bit. A hammerdrill is VERY helpful. Be sure to use a straw or hose to blow the dust out before you try to install the screw. I countersunk the holes so the screw heads were below the surface. Before mounting I coated the back of the board with Liquid Nails.

Concrete anchors work nicely. Some people use powder driven nails (nail gun).

Look for TAPCONS @ Lowes or HD. They`re sold in various lengths. Generally just two diameters 3/16 and 1/4. Just take your stud dimension plus 1 1/2 to 2 inches to determine the appropriate length. Just keep in mind if the stud is going to bear any load, you`ll need to space the fastners on the stud accordingly. I would also suggest some construction glue between the stud and the wall.

glue, bore install anchors and then screws, suggest you use Penni treated lumber, might eliminate termites.

Personally I use a nail gun that drives the nail with the power of a 22 shell. I have found this to be the easiest, and takes less time.

Glue has been know to come loose, and the screws and anchors require quite a bit of time.

If you are doing this to hang sheetrock or paneling, you don't need 2X4's. If you use 1X2's they will be easier to nail with concrete nails and do the same job.
Another consideration is to build a wall separate and apart from the outer wall and make it a tight fit floor to cieling.
Good luck

there are some cement anchors called red heds that you should use. you drill a hole those you board and into the cement, then when you tighten the bolt the redhead expands into the concrete and makes a secure anchor. they'r mainly used for putting footers down where there are no anchor bolts.

Don't Shoot is right, Lag bolts and anchors should work fine. Just go to the hardware store and have the clerk explain the options to you.
