i heard that sailor moon stars was the only season that was legal to download.so which site do i go to to download stars?

Well, first of all no season of Sailor Moon is legal to download, as few liscencing companies actually have their anime online to be downloaded and Sailor Moon isn't one of the few. So, if you are going to download it, it won't be legal. Although, no american company has rights to sailor moon right now and never had rights to sailor stars due to the content of the last series so in terms of "fansub laws" it's "legal" to download it because it hasn't been liscenced.
As for where to download there are a few places. You could try http://www.tokyotosho.com and put a search for sailor moon or sailor stars and it'll show you torrents that you can download of subtitled episodes (you'll need a bittorent downloader such as bittorent, azuerus, or bitcomet)
another site is http://www.baka-updates.com also here just search under sailor moon and it will show you subtited episodes to download via torrent.
You could also search Limewire downloading program for episodes or try another torrent site http://www.isohunt.com.
Or if you don't want to download it, watch it on http:www.youtube.com.
