Sasuke is the younger brother of Itachi. Sasuke's older brother Itachi didn't kill Sasuke for the reason he stated that he wanted Sasuke to hate him and want to avenge him and to get stronger to one day seek Itachi out and fight him (guessing he believes this would create a strong opponent for himself). As well as he stated he killed the whole Uchiha clan to test his powers. Although I'll have to admit I think that this is probably just a story to swallow untill the two or untill Naruto confronts Itachi and a deeper story is told. I honestly think the true reasons for Itachi letting Sasuke live and killing his clan has more to it then was told and also because so far the creator of the story Kishimoto has been very very detailed about character's pasts and when a final battle between characters (such as Naruto vs Neji, Naruto vs Gaara, Naruto/Sasuke vs Haku etc) the opponent actually reveals or the stoy itself actually reveals exactly why the character acts the way they did and had a tragic past which made them how they are so I think that when Itachi vs Sasuke or Itachi vs Naruto ever happens, the true reason for what happened to the Uchiha clan will come about.

Sasuke is a lot younger than Itachi. He didnt kill Sasuke because he also has the highest level of Sharingan, Mangekyou sharingan. Itachi wants Sasuke to take revenge on him, so thats why he didnt kill him.
