Affecting is having an influence upon someone or something; e.g., This horrible weather is affecting my mood adversely.
Effecting is a causative action; e.g., My boss is effecting an unpleasant atmosphere in our office.

Effecting isn't a word. Effect is the final thing. Affect is what gets you there.

effect is a noun like "special effects"
affect is the verb.
