Try either Silverlake or West Hollywood. They are both fun, artsy communities and won't take ALL your money for rent. If you want to walk to the sets, good luck.
First of all, it's the dumbest idea in the world to move to LA without a car of your own. You'd be lucky to find an apartment near a grocery store, let alone where you work. Secondly, apartments near any reputable movie or TV studios will cost you way more than any aspiring actor could ever possibly afford. Thirdly, since you are aspiring, you will most likely be working in indie films and/or pilots, and therefore will have to drive to off-set locations, sometimes hours outside the city. Also, you'll need an agent, and most agents will want to interview you in their offices, far away from studio lots. Furthermore, once you get established and begin to work more and more in studio productions, you'll still need a car to drive from studio to studio. You can't even walk around one studio lot on your feet in a day, you certainly can't walk between studio lots in time to get anywhere.
Los Angeles is spreeeeead out, man. You need a car. So you might as well live in a place that's cool and affordable.

If I was selling everything, I would move where the rent is cheapest as I would know that success does not come quick. Do not expect to make a penny at acting for some time, and in fact there are lots of expenses involved. Pay a little extra to drive to the auditions and save a lot more on rent. I would live in the valley. Van Nuys, North Hollywood, those are cheap places, and not far out.
If you have money, that's a different story.

Where are you moving from? You didn't say.
If I were an aspiring actor/actress and was about to throw caution to the wind and move to HOLLYWEIRD, ooops sorry HOLLYWOOD.
I would head straight to West Hollywood. It is still relatively affordable and close to most everything you will be in need of.
If no car, no problem the MTA system is wonderful. Also WeHo as it is lovingly called is chalk full of jobs perfect for the aspiring actor. The nightlife there is great (seriously) something different every night, and you never know who you will meet.
If you are not able to afford living on your own, no worries, there is always going to be someone looking for a roommate to split the rent. Santa Monica Blvd will become your oyster.
Have fun... and don't take any wooden nickels.

L.A. is a big, sprawling city. No matter where you settle, you're going to be spending a good portion of your life behind the steering wheel of your car.
Burbank/Glendale/Pasadena is one likely area. A lot of my actor friends still like living in Hollywood (lots of small theatres within easy striking distance). Personally, I would advise you to make it a lifestyle decision, as opposed to a business decision. What suits you best? Near the beach? Busy club scene? L.A. has it all, but things are really spread out.
