Mike Martz - he loves to throw the ball, and Al Davis loves the passing game.

Rex Ryan is who I'm pulling for. He has the respect of the team - something that Shell lost early on, and the team snowballed last year ever since. Plus, he's more familiar with Davis, and understands the politics that go on in the Raider's locker room and front office, so he might prove more effective than an outsider in mitigating Davis' meddling influences. Lastly, he's a defensive coach, and though their offense was sucky as hell last year, they need to start learning to win on their defense like Baltimore and Pittsburgh last year. And dont forget the last time the Raiders promoted a young defensive assistant to the head job - John Madden.
Plus, the kind of "offensive coach" Davis would hire would be one that agrees with his air-it-deep vertical style from the days when he coached, rather than a more modern, West Coast attack that got them to the Super Bowl under Gruden - part of the reason Gruden was sent packing was that he refused to start calling more deep-ball, highlight-reel plays that Davis wanted him to.
The Raiders arent going to be able to mount a successful offense again until a coach can do it despite of Davis, which is why the Raiders can never attract the prime coaching candidates, and I think Ryan is the best bet for that to happen out of the crop right now.

Pete Carroll.
No other coach can bring the team up from its lowest point in its history like the Trojan coach.

Even bringing back Bear Bryant from the dead wouldn't turn the Raiders around.

There is no one that can turn this franchise around as long as Al Davis is running the show.
