You need your TIME of birth and PLACE of birth to determine your sign. There are no such thing as "cusp" signs ... you are either an Aries or a Pisces depending on what time (you need the time zone) the sun moved into Aries. For example: If you were born March 21 @ 9:23 am and the Sun didn't move into Aries until 8:00 pm on March 21, you'd be a Pisces (at a very late degree, also known as critical degrees).
