On a simple level it would be 8/50. But if the relative population of those states were higher or lower than average it would affect the results of selecting random strangers in a poll. (not to mention which state you asked it in).
Likewise for the 38/50 without a vowel

Lessee...MA, MD, ME, MI, MN, MO, MS, MT...looks like 8/50 (4/25)
2. Same donkey, different dress:

count number the range of states that start up with m, then divide by the total type of states, similar with the vowels, only count number the range of states that does no longer start up with a vowel and divide by the total.
