Yep. I expect my daughter to take responsibility for her actions and she doesn't exactly have "freedom" per se.

Not responsibility in the way we use it. Responsibility is about the choices we make; if you don't have the freedom to choose then you don't have responsibility. In the child example, she has freedom to choose those behaviors she is held responsible for. If someone is forced to do something, we don't typically hold them responsible for the behavior. So, no, the heart of responsibility is that we made our own decision.

Freedom is not an absolute. Freedom in Spirit is infinite, freedom as an externality is finite and subjectively relative. In relation to responsibility my duty is my right and my right is my duty, it is then a question of when. We have freedom to things (pleasure) and seek freedom from things (pain). May there be freedom outside of responsibility? I think not. In Spirit freedom has infinite possibility, but responsibility is relative to competence and competence diminishes as freedom becomes negatively spiritual.

Yes, in that responsibility is a mental accountability, for ones actions. It is a ability to choose for oneself between right and wrong, and sometimes you may not be totally free to make that desision as you would wish, but do so. Mental freedom is a completly different fish to physical freedom.
Many acts of responsibility remove physical freedoms!

Yes a totalitarian society can impose responsibility upon its subjects while giving no freedom. On the other hand I doubt that there can be freedom with responsibility
