use to make dolls way back when my kids were young. Back then you couldn't readily find the curled yarn. I made my own based on a pattern that required it. This method makes kinky curls but I never had any come out. Makes for a nice full head of curls.

Wind yarn around metal knitting needles in a spiraled single layer. It will take quite a few kniting needles. I clipped the beginning and end with wooden spring clothes pins. Heat your oven to 150. Dampen the yarn on the needles (not soaking wet, just damp) Place needles on a flat pan and put in the oven until dry. After removing needles from oven, allow them to cool and totally dry at room temperature. I usually left mine overnight.

Curling Yarn For Hair
1. Wind tightly approximately 4 1/2 yards of yarn on knitting deedle. Catch ends firmly.

2. Bake in oven 10 minutes at 150 degrees. Continue this process until all of the yarn is curled. (Heat sometimes changes the color of the yarn.)

3. Cool completely before removing from knitting needle.

you can go to the craft store and they sell dolls hair already curly in a package it is a better idea most yarns will burn so your better off find curly yarn hair already in a package

dip the yarn in liquid starch and wrap around a pencil- allow to dry and peel from pencil

never tried this idea, but maybe spray some hairspray on each piece and curl/wrap it around a pencil or whatever size you want the curls to be, and wait until the hairspray is dry to remove the thing you curled it around. dunno if it will work, but worth a try.

get it wet, wrap it around a pencil (or as small of curl as you need) and I think you can bake it on very low for a while.
