If you start a public meeting (Brown Act) with a full quorum, and then during the meeting members leave, leaving you with not a full quorum, do you need to adjourn/cancel the meeting?

That really seems like a grey area under the Brown Act. Here's the text:

You want section 54952.2, which is on page 10 of this document. It's under the definition of a meeting.

You might be better off checking Roberts Rules of Order.

Common sense seems to say that if you lose your quorum, the meeting is over. To be safe it's probably a good idea to postpone/reschedule your meeting. And for sure don't take any binding votes.
