normally they look for the crowd's reaction of the wrestler whether he be a heel or a face. Cena had a huge crowd reaction for a little while, but has since faded into oblivion as he sort of became Hulk Hogan Pt. II. Nobody wants to see a B version of Hulk Hogan or the NEXT Hulk Hogan. Hulk Hogan had something that cannot be copied ever. I know I will get a huge bad rap for praising Hulk Hogan, but that is too f'n bad. He was a legend whether you like him or not. I have never seen a crowd erupt more than when he stepped out for a match and that is fact. Vince has even stated that cards with Hulk Hogan(heyday mind you) sold out as opposed to cards without him.
Warrior, Hogan, Iron Sheik, Stone Cold, HBK, Bret Hart are all great examples of wrestlers who had a great following who became champion.
I have no clue why Cena still has the belt b/c to me he is not getting the crowd reaction for a face that is deserving of a run with the belt. I'd turn him heel and have him do what made him unique and got him over in the first place.

On how well they can handle themselves, people who request time off, complain constantly about pains, can't handle the mic, are sloppy in the ring, etc. are rarely considered, they have to know that they can depend on them, and know that they can handle the stress of always being on the show when they hold the title, which is actually why Ultimate Warrior flopped, Hogan passed the torch onto him, and as spoken by WWE, he simply couldn't handle the responsibilities of holding the title. Those who play the crowd very well, whether heel or face, are the ones who get great references.

You also have to relize their type of popularity. Like cena is a good type. ANd their skills you don't want eugen to be the champ do you? And the other popularity would be a eugien just because of who he is, doesnt mean hes really popular.

RaizenX said it all . Vince is not in business to lose money. Just look at the wrestlers that were let go yesterday bet they didnt sell sh*t at the souvenir stands. Cena & Batista probably beat the ones released combined money for the entire show souvenir sales in 10 minutes

It all has to do with the WWE fans. Whoever they like the most and selld a lot of merchandise.The WWE fans basically have to do alot with it.

It's not based on popularity, because Vince doesn't care what fans want. Vince likes big beefy guys, plain and simple. They don't need to be popular or have charisma.
Also, if you're a Vince butt-kisser or friends with Triple H, it helps.
Batista is a classic example. He would never have won the title if not for his real-life friendship with Triple H.

I would say the fans decide based on $$$ they spend to see a certian wrestler. Also, the TV ratings when they tune in to watch a certian wrestler.

it depends how well they sell thier products and how big a reaction they get from a crowd. Like Cena ( i hate him but others like him) why do you think he held the belt for like a 2 years and rarely loses any matches. Because he can fill Vince's pocket with money.
