Sure, Almost everyone does. It's in the very nature of man to do so.
Most people inheirently "love" pets, babies, will take care of them etc.
Similarly some people 'Hate' or 'Love' Mr. Bush. Barring members of the extended Bush family, and friends and loved ones , and co-workers, fellow students and aquaintances, relatively very few people actually "KNOW" Mr. Bush well enough to do either, but we do it anyway.
Similiarly - who among us has met Mr. Public Enemy Osama bin Ladin, practically nobody outside a group of friends and family most Americans have never heard of let alone know, but most people in the US do not really care for the man - based on what someone ELSE told us he did.
The same goes for almost every historical figure, Christ, Joan of Arc, Ghandi, Churchill, Queen Elizabeth, Hitler, Stalin how many people actually knew these people. How many thought they knew them and didn't. How many people over time have loved or hated or done both with this cast of characters. Churchill once said he was thankful he never met Hitler because everyone who met him found him utterly charming and other leaders whom had met him , had problems coming to terms with the fact he was a murderous sociopath.
People tend to Love or Hate ideas sometimes, I work with a girl who's not leaving a relationship because she's more or less in "love" with the idea of the relationship and "hates" the idea of being alone but there's no chemistry between them and they are not close otherwise.
More intimately, however intense the relations or long/short the relationship can anyone EVER really say they love or hate everything about their partner or an enemy - of course not.
It's also the case that no matter how intimate or intensely you try you can never completely know someone except perhaps twins.
I've lived with some twins in the past and one pair in particular were downright spooky sometimes.
More generally, this is where the idea of unconditional love comes into play.

Most people live their lives with blinders on. They only see things that are in front of them, without the side perspectives. People only make decisions in their head about situations based on the information that they have, whether it's a lot or a little, right or wrong, etc.
It's easier for people in their heads to make a decision that they love or hate something, than to be on the fence-and that's why it seems to be human nature to do so. Even if there is no basis for their love or hatred.

If you mean someone, the answer is yes, it is predestined. At times your intuition will tell you to stear clear for no apparent reason. Perhaps this someone wronged you in another life or before you and they existed here on earth.
