Clearly bacteria - but if you limit yourself to muticellular animals then it is the nematode, according to several web articles, like http://nematode.unl.edu/wormgen.htm , which starts out:
"Nematodes are the most numerous multicellular animals on earth. A handful of soil will contain thousands of the microscopic worms, many of them parasites of insects, plants or animals. Free-living species are abundant, including nematodes that feed on bacteria, fungi, and other nematodes, yet the vast majority of species encountered are poorly understood biologically. "

WORLD REPORT EDITION Top Five
Top 5 Most Numerous Types Of Animals
We humans may think we rule the world, but the bugs have got us beat. Scientists estimate that there are a million of them for every one of us! Here, roughly grouped, are the earth's most common critters (not counting bacteria, algae and other teensy microbes, which are most numerous of all).
1. Insects and spiders
2. Crustaceans (Animals with hard shells and jointed bodies and legs: crabs and shrimp, for example)
3. Worms
4. Fish
5. Mollusks (Animals with soft, nonsegmented bodies and sometimes a hard shell, such as snails and shellfish)

It is beetles, I vaguely remember a fact that something like 1 out of every 6 animals on the earth is a beetle.
Although I suppose it depends what you count as animals, plankton-sized stuff is pretty numerous.

It seems incredible but Nematodes not only out number all other multicellular animals, but despite the fact you can barely see them they out weigh in sheer mass all the other animals in the world.
I think it said that insects outweigh all the vertebrates, as well
but I cannot find where I saw that

Beetle might be the most numerous insect. But in the sea the diatom is very small and there are colossal numbers of them.
