People do it because they're 'stupid' (except vulcans, who arent people anyway, and who do it when something; a thought or situation; is "facinating" )
it is unnatural unless you train yourself by repitition.

perhaps, one could say, that it is to open the eyes and hence taking more information, or atleast show interest, on the particular situation that causes it.

but not too much so to seem 'uncivilized' or overly interested(it's an arrogant human thing; you wont find animals doing anything similar)
and blah blah blah, think about that ...

also, as said above; some people simply do it because they're stupid and/or see other people doing it.
also there maybe another reason better and more true than this.

oh. When the Rock does it, thats 'Different' . Cause he's the ROCK!

well when i raise one eyebrow I'm asking " and you think this because?" or " are you sure about that" or "and what makes you think that?" something along those lines.

that someone is confused or that they think something is wierd. I suppose that for different people it can mean different things, though. You know, different people putting their own variations on different things...But, yeah, that's generally what it means...I hope I helped.
