Usually there are temperature monitor chips that looks at how hot things are getting inside...if it's getting hot it cranks up the speed of the fan to fullspeed to vent the heat out...Open up your case and clean out all the dirt and dust (especially the CPU heatsink and fan) using compressed CO2 in a can (you can get this most anywhere like Office Max) an the fan speed should go back to a slower speed...If you leave it as it is, eventually it will get so hot that the chips will toast and burnup!!!

The fan always runs fast, but loud is an indication that it is about to fail as its bearings are worn. Replace with new one

It's possible that the fan is about to croak, and what you're hearing is the bearings in the fan. Also, you might want to open the case and vacuum the area around the fan; they tend to build up a lot of dust and crud over time, and that can make them have to work harder.

cpu could be getting hot. may have dust in the heat disapation block. or your computers is old and is just like that. or you have a amd 3000+ to 3700+ that use a lot of power and over heat fast so the driver for that cpu\motherboard is setting the fan at a high speed. don't set the fan speed low if that is the case because you computer won't last long if the cpu gets higher than 50c or 55c here is a like to what could happen to it if it gets that hot. http://rds.yahoo.com/_ylt=A86.OR4HbLFFn84AEUcCP88F;_ylu=X3oDMTBjdmNoOTVjBHBvcwMyBHNlYwNzcg--/SIG=17e45k1t9/EXP=1169341831/**http%3a//video.yahoo.com/video/play%3fp=overclocking%26ei=UTF-8%26b=1%26oid=5ce731ec010e2292%26rurl=video.google.com%26vdone=http%253A%252F%252Fvideo.yahoo.com%252Fsearch%252Fvideo%253Fp%253Doverclocking%2526ei%253DUTF-8
