What does "bootloader usb init" mean?

Question

My mother has a Motorola E815 phone. Today after she was finished making a call, afterwards, she tried to use her phone again and that's what comes upon the screen. I am pretty good on computers and so forth, but if you have any thing that would help to get it back up and going, I'd really like it. (I do realize it is a bootloader of some sort.) You may also IM me if you have had this happen to you already and what you had to do to fix it. Thanks!

Sounds like its waiting for boot-time input from the usb connection on the side. Possibly an initialization phase for use in handing out the phone to new customers? Could also be a test mode. Ask the carrier.
