A crappy attempt to make sure that children finish their schooling. Essentially it means that children will be forced through grades and not held back, even if they don't pass tests. At the age of 21 (maximum, especially for special ed students) the government will no longer pay for the child and they cannot be in school any longer.
The real description of it is in the website below but from work I've done in public schools and from conversations with my mother who is a special education teacher, it has caused more problems than it has fixed.

The No Child Left Behind act is the name given to a law that has been around since the days of Lyndon Johnson. The real name of this law is the Elementary and Secondary Education Act. It states that all students will perform on or above grade level by the year 2014. This seems to be a great idea until you realize it is impossible. It really needs to be reformed.

The "No Child Left Behind" law requires states to give students in grades 3-8 an annual test in reading and math. In 10 years, all students are supposed to test as "proficient." Test scores at individual schools must improve for all students and for minorities, low-income students and other subgroups. If a school receiving federal Title I funding misses the target two years in a row, students must be offered a choice of other public schools to attend. If a school fails to improve three years in a row, students must be offered vouchers good for extra help, including private tutoring. Teachers in core content areas must be "highly qualified," certified and knowledgeable about the subject matter taught. The law funds "research-based" reading programs for elementary students.
