It goes on and off. sometimes i feel it every 5 seconds or so. then it will stop. then later i'll feel it again. iono what it is. =(

I dont know man, I dont know what you mean by vibrate, that sounds really unsual how can they vibrate?
Go to the doctor and see what he says especially if they bother you.

It's most likely hormonal surges or environmental stimuli causing twitching of the cremaster, a sheetlike muscle which lines the scrotum. Within limits, this is normal. If it becomes prolonged or painful, see a urologist.
