There is a huge tree that grows along the property line between our properties. The neighbor insists it is his, but the damn thing leans into my yard, and sheds in my yard three times a year. I hate the tree. He gets no leaves, but it provides shade for him. I want to cut it down. Should I just go ahead and do it??

This is a tough one for neighborly relations. To my knowledge, you're free to do what you want with the part that hangs over your property line. If you do a hack job though and kill his tree or damage his property, then you may be in a dicey situation. If you really want to move forward on this, consult a lawyer first so you know where you stand, and then try a friendly negotiation with the neighbor (without the lawyer talk).
The tree was probably there when you bought your house, so in a way it's a problem you bought into. As a negotiation point, you might offer to split the cost of having the tree taken down.

depending on where you live the laws may be different so check into them first. Just dont cut it down you could have big fines.
Where i live regardless of whos tree it is legally we need to go to the town office and submit permission. My neighbors must be in agreeance also. but here is a kicker if i have a tree over hanging my property line i can chop all branches that over hang the property line on my side of the line. I dont know what the law says about it when the trunk of the tree is on both properties.

Ownership of the tree is determined by the ownership of the property it's trunk is in. Ownership of the space overhead is different; if the tree is hanging into your yard, you do have some leverage.
If it roots on your property, it's yours to cut down. If it is the neighbors tree, the first step is to advise the neighbor (probably in writing) that his tree is intruding on your property, and you want the overhanging growth removed. If that gets turned down or ignored, advise him that if not removed, you will trim it or have it done.
It's always better to get along with neighbors than fight, and I would certainly try. I would also consider checking with local code enforcement people, they may be able to help you with regulations information.

I wouldnt cut it down. He may be able to sue you. If it's truly a danger, tell him you want any part of it that overhangs your property line removed. Then, if he refuses, send him a registered letter, and talk to your local magistrate to see what your laws are. If the laws are in your favor, tell the neighbor what they are, and ask him again to cut all parts that overhang your property or you will need to pursue legal action. If you have homeowners insurance, a call to them may also give you some enlightenment, although if it's his tree, his homeowners insurance would be the one paying for any damage done to your home. I believe you can also insist that he clean up any leaves/branches that come into your yard, or have him pay for having it done.

U can prune the branches off if it is on your side of the line.
keep the tree up if there is no dangers, but dont let the branches swing in your yard, get some pruners.
