If you look younger than your age, start to dress professionally. Dress sophisticated. Suits, Blazers and nice tailored pants are a good start. Wearing your hair up also makes you look older.
If you look older than your age, loosen up a bit ! Wear vibrant colors. Wear your hair down. Maybe curled would look nice. Smiling also takes years off a person. Wear makeup that brghtens up your face. Use skin cream lines to give your skin glow.

What do you mean you look older than your age ?
if thats the case juss dress and expose yourself to 23 year old things (they dont have to be bad)
just make sure your in the outfit style

than dont try to act like a kid try to wear make up and make you self more an adult than a kid

You could try a new hairstyle, dont wear too much makeup and an outfit that makes you look younger.

You can try using several different eyeshadows at one time to define your eyes. Foundation, lipstick and get a nice hairstyle and keep it up.
