i say black. brown is just another story. brown would look so much better if you had different hair color, but in this case i think black would pop out your beautiful green eyes, but don't put too much because you don't want to have a dramatic effect.
just slide lightly across right under your eye and your eyes should be neat.
what color eyeshadow do you wear? in order too not make it look too dramatic i would try dark or light purples or browns in order to make that perfect look. neutrals.

Black would look more striking and edgy. Brown would be softer but your eyes would still be well defined. It depends on what look you're going for. If its for the day then BROWN would probably your best bet. At night BLACK would make more of a statement. Hope this helps!

I'd probably stick with brown on you, it would be a softer look for your hair/eye/skin color. Black would be used if you really wanted to make an impact, but could easily back fire by making you look like a clown, or just overdone.
With make-up, being subtle is sometimes the key to looking your best... go with the brown, I think it will suit you best.

Choose a happy medium. Dark brown eyeliner! Black, too harsh. Brown, too soft. Try M.A.C Technakohl eyeliner in Brownborder. You can get it at Macy's or most any department store.

Definately brown in the daytime, you could try a liquid black liner for an extreme evening look.

Brown eye liner-- black is too harsh on your skin, also, a tawny-brown shade of eye liner will compliment your green eyes!

i like to wear black eyeliner, but thats because my eyes are dark brown. i think it depends on the color of your eyes, if you have light eyes you can use brown
