On the record, yes, off the record, no. What I mean is that we deal with tons and tons of lenders for the states that we find it unneccesary to carry licensure in. Yes, unless the state allows for a small number per year w/o getting licensed.

Most states have mortgage lender licensing requirements. They apply to any transaction that takes place in the state.
