By time, I assume you mean time of year, not time of day.
The best time is in the fall, where you have perhaps 45-60 days of growing time left. That will get it established and adequately rooted to take full advantage of the spring growth season. This is why farmers plant wheat in the fall.
You can plant in the spring as well. Grass needs warmth and moisture to germinate, and grows best with warm days and cool nights. When your days are averaging 65 degrees or more and there is no danger of freezing, it practical.
The seed absolutely must stay moist for 7 days- preferably 14. Under good conditions it will begin to show in 3-5 days, and become a good stand should be established in 2-4 weeks

Mid-spring is the best time because the earth is warm enough for good germination followed by warm spring for the seed to get established before the summer.
If you miss the spring, you can try in early fall if you are zone 5 and higher.
You don't have to rush to cut it. Give it a few weeks. Otherwise the lawn mower makes a mess when the grass is not properly established.

You can start planting as soon as the nights stay at 50 degrees or warmer. Just loosen your soil and spread the seed. Cover with an inch of garden soil. Water it with a hand sprayer twice a day. Use the hand sprayer so you don't disturb the soil too much, or you could get light and heavy patches. You should see the sprouts in about a week, The only safe time to plant is in the spring and fall. Good luck!

You do not state where you live but exactly the same thing has happened to my next door neighbour..We live on the west coast of Ireland & as such have had no shortage of rain recently. I know you should generaly keep grass seed well watered but his supplier stated his seed has probably rotted due to the constant rain, but as mentioned earlier one week is asking a bit much so wait another week and things should start happening! I also think like that other person that it is rather late in the year..but I may be wrong?

Autumn and Spring. Should take around 4-6 weeks depending on weather to give a reasonable covering.

April and it should show about about 4 weks later. ready 2 cut about july. but will ned 2 put more down in between time cos the birds knick it.

Well, they say that plants grow more quickly if you talk to them, and as grass is a plant, the same applies.
However, if you put grass down and say nasty things to it, it will stunt its growth and it will take longer to grow.
So, my advice is don't put grass down, and if you want it to grow quickly, compliment it on how beautiful and green it is every day.

I find around 2 am is the best time as it annoys my neighbours if I garden when they are trying to sleep as I always have the radio on full blast so I can hear it in the garden
